Except for the citizens of India, Bangladesh and Maldives, all the international visitors need Visa to enter Bhutan.
The visitors need a valid VISA for entering and exiting Bhutan. Paro airport or Gelephu and Phuentsholing or Samdrup Jongkhar issues VISA for the travellers. The formalities and paperwork for the visitors work in a systematic way. VISA's are approved at Thimphu for the tourists who have booked through the licensed tour operator of the country. Then, these tour operators submit the application to the Tourism Council Bhutan in Thimphu. Minimum 10 days are required for the clearance and processing of VISA and during that time the air tickets also cannot be purchased.
